Ms. Fellner, who is based in New York City, specializes in criminal justice issues in the United States. Those issues include prison conditions, the incarceration of the mentally ill, sentencing, the death penalty, and drug law enforcement. Ms. Fellner has supervised research and advocacy on United States counterterrorism policies and immigration. She received her law degree from the University of California, Berkeley, and completed doctoral studies in Latin American History at Stanford University, Stanford, CA. Human Rights Watch (HRW)is an international nonprofit, nongovernmental organization that conducts research and advocacy on human rights. HRW headquarters are in New York City.
